BUCKHANNON — An Upshur County grand jury returned 28 indictments this week in cases involving allegations that range from violent crimes and sexual offenses to drug trafficking and child neglect.

Among those charged was Steven Dewayne Arbogast, 44, of Buckhannon, who was indicted on multiple felony counts, including arson, assault during the commission of a felony, malicious assault and causing bodily injury in connection with an arson-related offense.

Kenya Mae Smith, 20, of Buckhannon, was indicted on numerous felony counts, including three counts of first-degree sexual abuse, three counts of sexual abuse of a child by a parent or person in a position of trust, three counts of allowing sexual abuse to be inflicted upon a child, and one count of distributing or displaying obscene material to a minor.

Xander Gage Rose, 18, of French Creek, was charged with felony child neglect creating a substantial risk of death or serious bodily injury, along with misdemeanor counts of driving while impaired with an unemancipated minor, driving while impaired and underage consumption of alcohol.

John Patterson Monfort, 25, of Buckhannon, was indicted on felony charges related to the distribution and exhibition of sexually explicit material involving minors, including one count alleging violence against a child. He also faces misdemeanor charges for possession of child erotica and possession of controlled substances, including cocaine and tramadol.

Joseph Michael Wagner, 43, of Buckhannon, was indicted on felony counts of possession with intent to deliver fentanyl combined with xylazine and conspiracy, along with a misdemeanor DUI charge.

Caleb Micah Beckner, 34, of Buckhannon, was charged with felony strangulation and misdemeanor domestic battery.

Rebecca Dawn Glover, 42, Jacob Allen Nottingham, 35, and Kelly Harvey, 41, all of Buckhannon, were jointly indicted on multiple felony drug charges involving fentanyl, including transportation into the state, possession with intent to deliver, delivery and conspiracy.

Mack William Sites, 43, of Buckhannon, was indicted on a felony stalking charge while a protective order was in effect, along with misdemeanor counts of tampering with a vehicle, violating a protective order and unlawful disclosure of a private intimate image.

Michael Tyler Peters, 36, of Glenville, was indicted for felony delivery of fentanyl.

Dominick Payne Williams, 20, of Buckhannon, was charged with multiple felonies, including possession with intent to deliver methamphetamine and amphetamine/dextroamphetamine, as well as firearm-related offenses. Williams and John Joseph Jeffries Jr., 40, of Buckhannon, were also jointly indicted on felony counts of methamphetamine delivery, conspiracy, witness intimidation and malicious assault.

Kenneth Ray Johnson, 59, of Buckhannon, was indicted for felony fleeing in a vehicle while under the influence, along with misdemeanor DUI and marijuana possession charges.

Douglas Clayton Stover, 39, of Huntington, was charged with felony DUI causing serious bodily injury and additional misdemeanor DUI-related counts.

Travis Clyde Medina, 41, of Clarksburg, was indicted on felony counts of driving while license revoked for DUI and receiving or transferring stolen goods, as well as misdemeanor fleeing and methamphetamine possession.

Harley David King, 47, of Buckhannon, was indicted on three felony counts of driving while license revoked for DUI, along with felony fraudulent registration and a misdemeanor no-insurance charge.

Dustin Lynn Phillips, 43, of Buckhannon, was charged with two felony counts of methamphetamine delivery.

Hailee Nikkole Isenhart, 31, of Buckhannon, was indicted on two felony counts of fentanyl delivery.

James Anthony Perednas, 35, and Clarence Edward Huffman Jr., 58, both of Buckhannon, were jointly indicted on multiple felony methamphetamine delivery charges, including one count within 1,000 feet of a school, and conspiracy.

George Frederick Norris, 64, of Buckhannon, was indicted for felony possession of methamphetamine with intent to deliver.

Donald Edwin DeBarr, 36, and Jessica Mae Kiser, 33, both of Buckhannon, were charged with felony methamphetamine delivery counts, including delivery within 1,000 feet of a school, and conspiracy.

Jason Dewayne Browning, 50, of Buckhannon, was indicted for felony delivery of methamphetamine and fentanyl.

Christopher Robert Taylor, 51, of Buckhannon, was indicted on two felony counts of methamphetamine delivery within 1,000 feet of a school.

Willie Junior DeBarr Jr., 36, of Buckhannon, was indicted for felony delivery of fentanyl combined with xylazine.

Levi Douglas Reed, 29, of Buckhannon, was charged with felony methamphetamine delivery within 1,000 feet of a school.

An indictment is a formal accusation, and all defendants are presumed innocent unless and until proven guilty in a court of law.
